Divorce with US Citizen

I am from India, married to Indian national, who left india 8 years back and never returned back to India. I learned later he moved to USA and taken US citizenship. Currently he is married with another women who is us citizen and he never visited to India. he never divorced me and infact when I filed a case in India for Divorce, court ordered him for alimony for myself and our son. But he never abided by the court. Currently I am in USA for last 1.5 years, Can I file a divorce case here is USA and also is it not ilegal for him to get married again without divorcing me. I dont have enough money to hire an attoney, pl advice
