What is the name of your state (only U.S. law)? California.

1. What are the laws regarding a US citizen, residing in Thailand who wishes to divorce a Thai citizen who has never lived in the US and doesn't want to? The marriage took place 3 years ago in California during a visit.

2. What are the procedures?

There are no assets of any kind in the US and no US residence of either party during the marriage.
There was no legal marriage in Thailand.
There are no children.

If you are married in CA, you are married in Thailand also, unless Thailand is different than the rest of the world and doesn't recognize legal marriages from other countries.

However...since neither of you live in the US, this is not a US law issue. Its a Thai law issue.
