decree says no drinking while in care of kids, but is being done. How/can this be enforced? Divorce is final.

First, can you prove it?

Second, that may not be enforceable. if ex is drinking to the point where he/she is a danger to the children, then you could let Child Protective Services handle it. If it's a beer after dinner, I suspect that few judges would do anything.
