Enforcing the Decree

I am in the process of trying to buy a home, I have spent months on cleaning up the damage my ex-husband left on my credit report. In the decree, it was agreed that he pay me $266 a month until all the Credit Card bills are at $0; and that he has responsibility for payment on the Eclipse. It also says that he is to refinance or sell the vehicle to remove my name from the title.

we are going on a year since the divorce was final and he has only paid me $192.50, the car is still in my name. His credit is too bad for him to refinance and he refuses to sell it, because of course that will leave him without a car. He has been a month behind on his payments for more than 12 months.

What recourse do I have? Can I file a citation to find him in contempt before the car get's repoed? Will the courts garnish his wages? is this something I can do on my own or would I have to get a lawyer? Please help!!!
