future ex spouse not in the US (overseas)

I was married in Nevada, no we want to file a joint petition for divorce. We agree in all terms, the problem is that she is living overseas (spouse) and she'll not be able to come. Can I file the joint petition even if she will not be present?

Can she sign all the forms overseas in front of a notary?
Is there any way I can do that?
