Help!!!

What is the name of your state? VA

My friend is in the middle of a divorce. She hasnt lived with her husband for almost two years. The divorce papers were prepared as "no-contest", and he has been putting off signing them for a bit. Recently he told her he wanted to change the divorce to "contested" Can he decide to do that after all of this time? How can she fight him if she wants a divorce and he doesnt?
