Okay my dad was married in NV, but has been seperated from my mother for 15 years..my father moved to FL then WV. Now he lives in WV and needs to know if there is a common divorce law. My mother is somewhere in CA but my dad is in WV and has no idea how to approach this.

He needs to file for divorce in the county and state in which he is a legal resident. You have no idea how to contact your mother?

Your father really needs to consult an attorney. There isn't any such thing as common law divorce, but your father CAN divorce your mother without it being too complicated, but he will absolutely need the help of an attorney.
