What is the name of your state?What is the name of your state? Pennsylvania

I have not seen my husband in at least 10 years. He has divorce papers that he will not sign. I do not know how to contact him; so how can I complete my divorce?

I was told that I can post some sort of notice in the newspaper to complete my action. If this is true, how can I go about doing this?

Yes, you can serve him via publication, however this is something that is much easier done with an attorney.
