Husband refusing to pay for anything

What is the name of your state? NC
My husband has recently opened up his own checking account and refuses to pay for anything. I have 2 teenage boys and until they get jobs he refuses for pay for anything. I have recently cancelled our cable and internet because I cannot pay it. Can he do this. What are my options?
