Illinois Divorce Question

What is the name of your state? Illinois
I have a freind of mine that is married to a real bum, he does not work and has not for 20 years. He can work but found out that disablity is easier. They have 2 daughters that is 21 and 16. She recently moved out of their house and in with her best freind because they got evicted because he would not pay the rent.

She has for the last 20 years been the one to keep the family together but it has came to a head with his drinking and addicting to pills. She is unemployed due to back problems. The question is, does the state of Illinois have a source to help those people that is in some kind of abusive marriage with no income to help pay for the divorce, and if he decides not to sign the papers how long can the divorce take. Thanks
