What is the name of your state (only U.S. law)? Alabama

I have been divorced for 13 months. I have twice downloaded a form from online and sent it to Blue Cross Blue Shield asking them to take my ex husband off my health insurance. He has a good job and should have already gotten his own insurance. He is irresponsible so I wanted to pay for the insurance for the kids and myself. I have asked him several times not to use my insurance but he has continued. I called yesterday and the lady told me to fax the divorce decree and she would take him off. She said that the doctors offices would come after him for the charges he has incurred since the divorce. My question is, isn't this insurance fraud and can't he be punished for it? Thanks for any help you can give me.What is the name of your state (only U.S. law)?

If you hear from the doc's office simply give them ex-hubby's contact info.
