What is the name of your state (only U.S. law)? California

My friend's daughter married in March of 2009. A few weeks later, they moved to Washington State and is still currently residing there. Things have been rocky since the day they got married. Mom wants daughter to annul marriage. The husband has been abusive physically and mentally and has yet to get a job to support himself and his wife. Can she annul marriage or will this be considered a divorce?

On what grounds?

In CA, the following are grounds for annulment:
In an annulment, the court determines that a marriage or domestic partnership is not legally valid. Marriages or domestic partnerships that are incestuous or bigamous are never valid. Others can be declared "void" or "voidable" because:
- of force, fraud, or physical or mental incapacity;
- one of the spouses was legally too young to marry or enter a domestic partnership; or
- one of the spouses was already married or in a domestic partnership.

They could wait until the meet residency requirements in Washington, then file there, so the grounds are:
- Under 17 without waiver of superior court judge

Do they meet any of those requirements? If not, divorce is the only option. Even if they meet one or more of the requirements, the divorce may easily be quicker and cheaper.

Oh, and seems to me that it's time for the adults in their lives to let the kids grow up and make their own decisions. It is none of the mother's business, nor is it the business of a 'friend of the mother'.

And did daughter yet get a job to help support herself and her spouse? Marriage financial responsibiolity is generally shared these days.

If she is being abused however, she should leave him NOW and get a divorce (IMHO)
