What is the name of your state? missouri

my brother in law is hearing impaired quite slow and is high maintenance for his dad and family, though we love him dearly we have to help him make decisions. he's been married 5 months, no relations, wife moved out but not interested in divorce. is an annulment an option here?

Minnesota Statutes sets out who may annul and the timelines for annulment as follows:

If a party suffers from a mental incapacity, the marriage may be annulled, by either party...or by the legal representative of the party who lacked capacity to consent, so long as the action is brought no later than 90 days after the petitioning party obtained knowledge that the person was mentally incapacitated.
