What is the name of your state (only U.S. law)? PA

My friend who currently lives in India is spouse of Indian who is working in H1B(filed green-card) in USA. She lives with her 7 years old daughter in India since she was left alone by her husband in 2012. She got married in 2007 and she & her daughter were in USA for few years in H4 visa(dependent of her spouse H1B). Then when they left to India for vacation, they were never provided return ticket by her husband. Her husband works here as software engineer and he is neither support them financially nor giving divorce. She applied for divorce in India but her summon is getting returned from USA and its not reaching her husband. She is getting frustrated with her life and now she is planning to travel USA in visit visa to handle this situation and to get final decision from her husband. If she is in USA, Is it possible to take law-enforcement actions against her husband who left his family alone ?

What do you mean by law enforcement actions? He won't be arrested, if that's what you're thinking.

She should speak with a lawyer in India about getting a ivorce based on abandonment and inability to serve the spouse overseas.
