Need divorce, want to move on, please advise..

What is the name of your state?CA

Last lived togther with spouse outside USA. Seperated from the spouse since 1998. Since then in lived alone in California. But not divorced yet. Spouse does not want to get divorced. Case still pending in a NON-USA court. I want to move on with my life either by getting the divorce here or by meeting with some one else. Want to get married to someone else or want to live together with someone here in USA. Want to know the legal implications of those. Please advise.
