I started this divorce thing before. Never made it that far. I seem to hit a snag. I dont know where Jeffrey is. Haven't been able to locate him. So now what do I do? Its been 6 + years sence I even spoke to him. Im net even sure what state he is in?

Some states allow for notice by publication, which means that you run an ad fitting the rules in your state. That is sufficient in some states to constitute notice.

That way you can divorce someone without his permission or knowledge.

I do not know whether your state allows for that, though many do.
