NJ car ownership issue

What is the name of your state (only U.S. law)? New Jersey

Backstory - - Car purchased by a married couple. Wife uses and pays for the car. The loan information is in her name "only"....However the car title is in husbands name "only".... car is now paid off and wife wants car in her name.

How do we get the title in her name or at least both names on the title???

Can it be done without husbands involvement? He wont do it willingly, has control issue and divorce is around the corner. Couple is still married.

If you are husband or wife, you go through MVS. If you are neither, you stay out of it.

The matter of the car can get settled as part of the divorce.
