When in a divorce decree someone is supose to refinance a home but refuses, what kind of action can be taken? Especially with out going back to court or spending more money on a lawer. Is there someone out there that reinforces these things?

Yes, it is called Contempt Charges! You can file this without an attorney...I have never done this myself, but from what I understand it is fairly easy to do!
