What is the name of your state? Washington

I have some questions on no fault divorce. With a No fault divorce, does the petitioner need the consent from the other party or is it a mutual decision? My friend has been living in Canada for the past 6 months to get away from him and they have been legally separated this whole time. She asked him if he would be agreeable to a divorce but he said no even though he is currently living with another girl. Is there anything she can do that will make things easier for herself when it comes down to filing for divorce? Thanks for your time.
