how long can a person put off a property settlement. refuses to do it. divorce is final and i want to settle the property what can i do

Presuming discussion between the parties and their attorneys have failed you may ask the court for a mediator. In several sessions the mediator will attempt to help you and the ex arrive at some equitable and binding distribution of the assets.
If this is unsuccessful, you may have no other recourse than to request a trial. This is very expensive!!! Let me remind you that "equity" means no one is happy. Everyone is equally unhappy. It is a solution you can both live with.
You ask how long this can drag on. Well, sometimes years.
