Publication Divorce-Need help with steps in filing: Oklahoma

What is the name of your state? Oklahoma.

I have done the following paperwork: Petition, divorce decree, service of summons by publication, affavidit of summons by publication.

My problem is I need the STEPS in filing all the paper work. I know I have to show before I do the publication as last resort, that I have tried to notify my spouse. I don't know where my spouse is, I do know where he was, although he is no longer there, I was told I could do this via of certified letter, and when it returns take to courthouse and file. Is this true, and if so what would the steps be?

I know normally in an uncontested divorce you file as follows:

Step I: Sign the following papers in front of a notary.
3 Petitions
Step II: Take all papers to the County CourthouseGive to Clerk
She will stamp and file all papers and return to you 2 Petitions
1 Waiver
3 Decrees
Step III: Wait 24 hrs. after filing before you give spouse
anything to sign –Then give spouse the following papers.
1 Petition (his/hers) to keep
1 Waiver
Step IV: spouse must sign the WAIVER in front of a notary
public and return to you.
Step V: Put the Waiver (he/she) has signed with your
Decree papers and hold until you see the Judge.
Step VI: In 11 days from the day you filed at the
courthouse you are eligible to see the Judge for
her/him to sign your papers.
Step VII: Ask the court clerk when you file on when to
go back to the courthouse for the Judge to
sign your Decrees. (You have to schedule a date).
Step VIII: Go by the Court Clerk’s office to pick up your file when
you go back to the courthouse to see the Judge.

I know I can't use the waiver, since I don't know where he is......but I need to show that I have tried to locate and notify him, and not sure how to go about this....what steps I need to take, how it would fit in like above example.
