What is the name of your state (only U.S. law)? Colorado

Ill try to keep this brief, Im posting for someone who is incarcerated and cant find the information on his own. He married his wife while they were both in prison, by the time he was release she had already had indiscrentions with several other men. The marriage was never consumated. He does not recognize thier relationship as a marriage, she never went by his name nor wore the wedding band, outside of the piece of paper, there is no reason that thier relationship be called marriage, they never speak. Because of his incarceration he is unable to afford a divorce, can this situation qualify for an annulment and if not how can he get divorced without paying the filing fee?
