What is the name of your state (only U.S. law)? Indiana
My daughters biological father has had nothing to do with her and he cannot be found but she has his name. I was wondering how can I relinquish his rights from her? And how would I go about doing that because he cannot be found?

Why bother? You'll spend a mess of money and he still won't have anything to do with her. So what's the point?

You can not "relinquish his rights to her". Only a judge can do that....And only in certain situations. As you have not chosen to post WHY you feel the need to sever the rights of the father I can't say if you meet the criteria.
