Is it ethical that an attorney who has represented both parties to represent one against the other? My wife's attorney's law office had represented me in a charge several years ago and also recently represented us in negotiations for mining on her family's land.

No, that would generally not be ethical. However, I am not going to say that I am 100% correct because you gave such little detail.
