Is this right????

my fiance has been legally separted for over 4 years, him and his wife have 1 daugher but his parents have legal custody of her. we moved to oregon over 1 year ago, from california, he has since hired an attorney for his divorce. the new attorney had him come in to sign some papers saying that he wants his wife to pay child support.....is this legal considering his daughter's custody is not an issue and has already been resolved in california, his parents do not want anything from his wife. the attorney say it has to be done. it's been over 2 months now since we have hired this attorney and we have a difficult getting in contact with him, takes at least 3 or 4 days for him to return calls, if he returns them, plus he makes appointments for him to sign papers and the attorneys is never there and other person has know idea what is going on with this case when asked by my fiance, he has not recieved any papers on anything he's signed and we don't even know if the attorney has gone to court yet**************..any help would greatly be appreciated
