she won't sign divorce papers

I have a friend he and wife talked about divorce, so he paid money and got papers done but she wouldn't sign. He has just about moved out he goes there about a week a month. What can he do if she won't sign papers can't keep spending money on blank paper.

Then he is going to have to file for a divorce without her signature...or find out why she refuses to sign and come to an agreement with her on "papers" that she WILL agree to sign.
