Spouse already using Legal Aid

What is the name of your state (only U.S. law)? Michigan

Okay, so my brother-in-law's STBX had divorce papers served today in TX. She is using Legal Aid. My Brother in law also qaulifies for legal aid based on his income. But since she is already using it, he cannot. What now?

He hires an attorney or learns to rep himself.
