What is the name of your state (only U.S. law)? west virginia
My divorce was finalized in June 2006, which included a property settlement of $$ amount. I have asked my ex to kindly send it, yet he always has an excuse why he can't. I offered his payments, but stil nothing. It is nearly 3 years now, and communication has haulted between us. Is he in contempt of court for not paying me? How can I make him pay me? Wil that include interest over the last 3 years?

Go to court and file for him to be found in contempt. You can ask for interest, but I wouldn't plan on it. You can ask for your legal expenses, as well. Again, no guarantee that you'll get legal expenses paid, but it's worth asking.
