Dear Sir or Miss:
My residency is legally in California for the next 3 months per the Soldiers Relief Act. I'm a recently discharged Army Veteran. I am unemployed with limited resources. I need a divorce badly and seek pro bono assistance.
I lived and was married in San Diego. I lived with my wife for about a year and was married 2.5 months of that time before she returned to the Philippines for lack of a visa, and because she could not work. This was Dec. 2004. I have not set eye on her since, and our communication has diminished dramatically. I wanted a divorce over a year ago, and sent her dissolution documents twice, which she has pretended she would sign and return. But instead she is dragging this all out. She has no visa or permission to be in the US. I think she would like to drag out the divorce or lack thereof to create problems for me and my family and to possibly gain some right to be in the US. This matter is creating a huge stress in my life for some time, and more than ever right now.
Someone told me I need to file summons by publication. I searched forms at [url]http://www.courtinfo.ca.gov/cgi-bin/forms.cgi[/url] but I don't see it. And what do I do after that?
