What is the name of your state (only U.S. law)? Tx

Hi all,
My brother-in-law is in a situation. His wife is filing for divorce in Michigan, where they lived together for 10 years. He is now in Texas, and has been since Christmas. He is seeking Legal Aid. His soon-to-be ex is also using Legal Aid, in Michigan.
He has been told he needs to secure a lawyer in Michigan. Why can't he look for one in Texas? Can a divorce be done via fax? He's not going to be able to head up to Michigan every time a lawyer needs a signature...

He needs a Michigan lawyer.

Yes, it is inconvenient for him to communicate with his lawyer via phone/fax/email.

But, he needs somebody who is licensed to practive law in Michigan, who is familiar with Michigan courts and procedures and who is able to go to the courthouse when needed. Since he is seeking Legal Aid, I doubt your friend rich enough to pay a Texas lawyer about $5K for each trip that he needs to take up north.
