Can I get Permanant restraint order If I cant serve person

I live in Colorado. i have secured a temporary restraint order for the next 3 weeks then I go back to try to get the permanant restraint order on this person. This person has dissappeared and we can find no where. We can t sercve any papers. So will i be able to get permanant restraint order whyen I go back to court in 3 weeks if this person has not been served? This person has
harrassed me my business via internet e mail, slander being sent out to asso.Anomis..The person sends out these thing in everyones name except theirs..To Hide?
