Can a person in NY file

What is the name of your state? Al
Can a person in NY file an interstate order of protection fraudulent against some one. When we have emails of them threatening to come to Al and beat us. After they made a Voice Mail wishing a 2 year old baby NOT EVER come home from a hospital after having 4 surgeries in the past month . This being made by employees of a nonprofitt organazation whos main cause is children. This threat being made by 19 year olds in the organazation.
