Why?

My children are being emotionally and mentally abused by their mother and CPS will not do their job...what can i do?

Exactly. While CPS aren't compelled to turn every report into an investigation, they'll generally act if they see fit.

The difficulty is trying to prove mental abuse. And what's the end goal here?

Why are they to protect your children when you will not? YOU should file for custody and prove the emotional and mental abuse.
