Man arrested for Domestic Violence in CAL--can his Driver's License be held?

My friend had a domestic violence charge a few years ago. He did 30 days in jail. Before that his Driver's License had been suspended. Currently, he is trying to get his driver's license back through the Amnasty program. He was told that all he would need to pay is about $200 in fines taking off 80%. Then they said the Calif. Franchise tax board needs to be paid about $2000 for fines associated with the domestic violence in order to get his driver's license back. :confused:This doesn't sound right. I think he is misunderstanding the whole thing. Can anyone please advise? He is flat broke...has not been able to work as an electrician without his driver's License...can't afford a lawyer.
