Person Harrassing Me

What is the name of your state? Maryland Annapolis
I have a 26 year old that lives down the street at is ant's house (part time). He yells threats and profanity at myself and my wife. He has spit on me and threw rocks at my car in the past. I have called the police twice on him. He now swerves his car at me if I'm on the street. He trows trash in my yard daily.
I went to the commisioner and she said she can't help.

What can I do?
