8 Year fugitive, charged with buying large amout of fake cocaine

Im trying to find help for an inmate that is being accused of attempting to buy a very large amount of cocaine in the state of SC although it was not real cocaine. The incident happened 8 years ago. He was with a partner in the attempted purchase, and his partner was arrested and sentenced by the court. The guy I am trying to help didn't show up to court to receive his sentence.
After being a fugitive for 8 years he has been arrested in Gaston County of North Carolina and would not sign a waiver to be extradited to SC which is the place that had a warrant for his arrest as a result of the charge to buy fake cocaine from the informant 8 years ago .

1. Is there anyway that he can prevent SC from getting a govenors warrant and shipping him to SC after the 90 day period for fighting extradition is up?

2. His partner has won an appeal due to the fact the cocaine was not real, base on Murdock vs. South Carolina case. His partner also has agreed to admit that the purchase was for himself and not my friend, Does this make things easier for him?
