A1 felony drug charge

What is the name of your state (only U.S. law)? New York

My husband is being charged with criminal possesion of heroin A1 felony...the prosecutor is offering 2 years and is eligible for Shock Program...this is his first offense...is there anything better that can be offered to him before it reaches to trial?

What does his criminal defense attorney suggest?
