Illinois. I was charged with possession of drug paraphanelia, the states atty came back with a plea to "Attempted possession of paraphelia". What is that.

A cursory review of the Illinois 'drug possession laws' (720 ILCS 600)does not show a statute for ATTEMPTED possession.
