If Person A has a bag of flour that he truely believes is cocaine and he sells it to person B who also believes it is truely cocaine has a crime been committed?

It is called fraudulant sale of a controlled substance and the penalties are the same as if you sold the real thing. The buyer would not be charged with anything, possession of flour is legal.
