my brother-in-law is in an Indiana county jail charged with "dealing in a controlled substance", a class B felony. The public defender assigned to him refuses to ask for a bond reduction on his behalf. Can he write to the judge and ask for a reduction himself? He was employed and paying child support for 3 children at the time of his arrest.

A bail reduction hearing is automatic after the initial bond was posted. He probably went to one and it was not reduced,and the defense attorney wont re-apply for one because it is useless to beat a horse.
Sometimes less is more. the fewer motions and appeals the defense has in the system,the faster he goes to court,and the courts in many cases will see the lack of moitions as the defendant taking responsibility for his/her actions,and the sentence is lighter.
Other times these motions are not filed as to not tip the hand of the defense to the prosecution prior to the trial.
