Is double jeopardy a defense in an appeal of a traffic violation in muncipal court when one muncipality transferred a case to another muncipality and you were sworn in in both muncipalities for the same offense because of a conflict of interest - the prosecuter became the judge in the first muncipality and offered a plea bargain and the case was transferred?
