What is the name of your state (only U.S. law)? US of A
Pending the decision from the 9th district court of D.C. what does the possible rescheduling of marijuana to a schedule 2 or 3 mean for the states that have, or about to, legalize simple possession? Discuss.

First off you're talking about the Ninth CIRCUIT no district. The ninth not only covers not DC but California (and other western areas) and the argument is whether the feds can pursue distributors of "state legal" medical mj in California. Yes it will have substantial impact.
