What is the name of your state (only U.S. law)? FL

There is supposedly video and pictures of my bf selling drugs. He got arrested. This was almost a year ago. He got caught 2 months ago with possession. The first charges had a motion for discovery and the state released it, he has yet to go to court. Today, he went to court for the second charge and they settled on all of them at this time. He plead out on all of them, got two of them withheld. He never got to see the evidence before going to this court date, as he was supposed to meet with his attorney in 3 days, then go to court for the first charges in a month. Can they charge him and have him plead guilty without him ever getting to see the evidence?

Absolutely. And if you get charged with murder tomorrow, you can plead guilty right away without ever looking at the evidence against you.

That's because we are talking about the defendant CHOOSING to plead guilty of their own free will because they believe that they will get a better plea bargain than a sentence from a trial. If your BF thought he was innocent and that the evidence was non-existent, then he would not have plead out.
