My friend was driving down a private road (no tresspassing sign was not posted) and was pulled over by a police officer. The police officer asked to search his car becuase he thought he was coming to vandalize a building with a paintball gun. My friend said no, so the cop called another cop with a drug dog and found 12 Marijuana plants just starting to grow. He was arrested but let off that night. The cop said that if he set up 3 drug deals the cop would drop the charges, is this right?? It happend in Kansas.

The police must have a reasonable suspicion that someone is committing a law violation in order to stop their car. From these facts, it does not sound like the officer had any reason to believe your friend was violating the law. Your friend should not set anyone else up unless he has a written agreement from the District Attorney, set up by his lawyer, that he will not be prosecuted for the plants.
