can in a health insurance provider of cobra in south carolina, demand that you pay all premiums retroactive to the date you were terminated, even if it were your employers fault to notify their benefits dept. in a timely manner?

if you want the insurance through COBRA, you do.
I wouldn't waste time, either if I was in your situation, as COBRA only has to be offered for a certain length of time; and, 'if you snooze, you lose'. But, have you seen those premiums!?!
You might want to check around on other insurance premiums before you take it, if you have time, and if you don't have a pre-existing condition that would make it more beneficial for you to pay those COBRA premiums.
