Can a foreign (eg Indian) pharmacy send me a 90 day supply of a controlled prescription without my having a US Dr prescribe it? Can the foreign pharmacy simply mail me the medications to my home legally?

No, it is illegal. If caught, you will be charged with importing a controlled substance. It is a federal, not state offense, you would be in deep doodoo.
