What is the name of your state? What is the name of your state? Georgia

A friend of mine was a passenger in a vehicle that was pulled over in GA for speeding. It turns out that they were smoking pot and they were both arrested. My friend didn't go to his court date and now he's convinced that this is now on his record. (I'm not sure if he had any on his person, but I can find out if needed.) This happened 11 years ago, and he believes that when applying for a job this charge will be uncovered during a background check. At that time, he had lived in Alabama, but he now lives in Georgia.
My questions are:
1. Since this happened 11 years ago, will it still show up on a background check?
2. Is there anyway to get it removed from his record or downgraded?
3. If it is possible to get this removed, what would it take?
4. How harmful are convictions like these when job hunting?
Thanks in advance for your advice!
