Can someone please explain pre-trial to me?

At a Pre-Trial Conference, the two opposing attorneys (prosecutor and defense attorney, plaintiff and defendant) meet to try to work out agreements.

So this is not something that happens in front of the judge then. This is like a plea bargining?? Do I understand correctly?
