simple possetion 22 years ago but not charged

I wonder if anyone can give me some insight.

I was arrested on 9/16/1986 for simple possession of cocaine. I went in front of the judge. Never pleaded guilty. Judge put me on provation and after completion of probation charges were supposed to be dropped. I completed the program and never heard from the court. 22 years later, my record shows my case pending but no charges filed; just the arrest. y record shows the arrest only and it also states "Court pending". Im trying to expunge my record in order to become a teacher. However,the teaneck municipal court can not give me a letter of disposition because it can not find the the court case file. The file was moved to an archive building which has been commdemed due to asbestos and only a special agency can go into the building to retrive the files; if they are there. This has been going on since february of this year. The court administrator stated that the she would call me when they have any further info.

My question; can I file a pettion with the superior court to have the charges dropped or expunged without that letter of dispostion? Its been 22 years and the court has not done anything.What is the name of your state (only U.S. law)?
