speedy trial rights violated?

What is the name of your state (only U.S. law)? Arizona

My friend was charged with a drug offense, and subsequently the court dismissed the case without it going to trial. Over 1 year later, charges were refiled on him, in regards to the same incident, but in a different court (same county), using a new case number.

Is this legal? Were his speedy trials rights violated?

Any input is greatly appreciated.

Since he wasn't prosecuted (as the charges were dropped), this would not be considered double jeopardy. Advice would be to hire an attorney.
